Proposals for Residential Development Former Buttermere Nurseries Site at Chorley Lane/Nursery Close, Charnock Richard
Steven Abbott Associates LLP are assisting local builders Thomas Mawdsley Building Contractors to prepare a full planning application for residential development on the former Buttermere Nursery site between Chorley Lane and Nursery Close.
Pre-application discussions have taken place with Chorley Borough Council and Lancashire County Council and we are now looking for feedback from local people on the draft proposals which are contained in this leaflet. We are also consulting with Charnock Richard Parish Council and with the ward councillors from Chorley Council (Councillors Heaton and Leadbetter).
This leaflet gives local residents an opportunity to look at the draft plans for the site and to provide feedback before a formal application is submitted to the Council.

The Site
The site was used as a plant nursery until its closure in 1990. Access to the site was formerly via a narrow access track between 34 and 36 Chorley Lane. Since its closure, the site has been unused.
In 2007 a planning application for ten dwellings on the site was submitted and eventually withdrawn. Prior to that, applications for residential development of the site, using the Chorley Lane access, were refused in 1994 and 1995. The second proposal was also dismissed on appeal, due to the inadequate access.
The Proposals
The Lawson Margerison Partnership have produced a draft scheme for 10 dwellings, with access via Nursery Close (2 Nursery Close will be demolished). The 10 dwellings consist of 6 detached and 4 semi-detached units. The access to Chorley Lane forms no part of these proposals.
The proposed development will consist of 8 market houses and 2 affordable houses. This level of affordable housing is the maximum which the development can viably provide. The application will be supported by a financial appraisal which examines the costs and income from the scheme.
