Residential
Steven
Abbott Associates has vast experience in issues relating to housing
development from individual proposals to major residential development
and redevelopment schemes. This includes the following:
-
Assessments of requirements for housing land provision/urban capacity
studies;
- Advising on strategies for securing planning permission;
- Affordable/special needs housing provision;
- Promotion of potential sites through the development plan/local
development framework process;
- Preparation and presentation of residential planning applications;
- Appeals and public inquiries (for developers and local planning
authorities).
We are able to consider relevant issues relating to proposed housing
in the light of the national, regional, strategic and local planning
policy context. |

Carlisle
Urban Capacity Study/Marton Urban Extension
In connection with a planned urban extension at Carlisle Steven Abbott Associates
were instructed by two of the principal landowners to review and audit the Urban
Capacity Study undertaken by Carlisle City Council.
Steven Abbott Associates worked very closely with officers of the City Council
and researched both the methodology, content and outcomes of the Urban Capacity
Study. Broadly it was concluded that the Urban Capacity Study was based on established
good practice and that it provided a robust background for planning and managing
future housing supply. The major floods experienced in Carlisle in January 2005
have caused the Environment Agency to update and amend risk data with consequent
effects on certain sites/areas dealt with by the Urban Capacity Study. As a result
the Urban Capacity Study has been the subject of refinement and review.
A Secretary of State ‘call-in’ Inquiry is proposed in respect of
planning applications relating to the planned urban extensions. It is anticipated
that Steven Abbott Associates will provide evidence to that Inquiry relating
to the Urban Capacity Study and to broader housing land supply issues. |
Blackthorn
Homes
We have assisted Blackthorn Homes, in securing planning permission for various
sites, including a large extension to the Marine Gate Mansion building at Southport.
Marine Gate is a listed Victorian, former hospital, building on Southport Promenade.
Blackthorn’s initiative in converting this major landmark has complemented
the wider regeneration initiatives underway on the sea front.
The new build extensions were vital to the overall viability of the scheme and
have introduced the floor footprint originally envisaged in Victorian times,
but never built.
We have also twice secured planning permission for the filling of a section of
railway cutting in Darcy Lever, Bolton and the erection of residential development
on the top.
In Mansfield, we assisted in securing planning permission for a conversion/refurbishment
and additional apartments at Berry Hill Hall. |
